I don't think complaining will stop any call.

It is up to CRTC to take action based on complaints. I do not think at a personal level you can do anything to stop these calls except may be you can buy some fancy gadget that claims to stop telemarketing calls (may be it does if they use automated dialer). Some of these companies calling you are scam and operating under fake names and based outside Canada, so even CRTC would be pretty limited in what it can do.

Pick up the phone when a tele-marketer calls and...
1. put it near loud music...nice indian music might help.
2. give the phone to your 3 year old who is itching to build up communication skills.
3. put the phone on mute and see how long the caller would say hello
4. talk in a strange accent
5. keep asking questions about the offer until the caller hangs up
...or get caller ID and simply ignore the calls.
I've tried 2 and 3. Now I just ignore the calls.

and if start answering, then you better hang up
