I hold a PR card which is to expire in April 2014, card issued in April 2009. Idid my landing in April 2009,after that I havent visited Canada at all. I plan to reenter in December for 10 days and again permanantly in March 2012. My questions are
a)Will I be allowed to reenter since I have not entered since April 2009
b)Will I be allowed again to reenter in March 2012?
I have not filed any tax returns in CANADA only opened a bank account. I have read on the CIC website that I am allowed to stay out 3 out of 5 years to renew my PR which condition I am fulfilling but how will the 10 days I am going in in December be taken into consideration?

Since you already have a PR card issued in April 2009, you can come back latest by April 2012 - to convince the officer that you have still 2 years left and you intend to be physically present in Canada for those 2 years to keep your PR status alive. Therefore, you will be allowed to enter, but be prepared to answer the questions about your intentions and/or reasons for staying away from Canada after landing.
Your immigration status or the decision to allow you to enter Canada has nothing to do with your tax filing, so forget about it for now if you have not lived and worked in Canada.

thank you for your response, request your advice on another point linked to this. If I do reenter Canada in March/April 2012 & wish to travel in between to the US or India for 10 -15 days before the PR card expiry would I be allowed to? Would these 10 days Im going to stay in Canada in December be taken into consideration? How would they mantain a count?
My kids would be going to school in Toronto and I would like to travel in the summer break in India/US

The 10 days of your physical presence will count towards maintaining your PR status. Make sure to keep the proof of your stay in Canada - including the passport stamps. After your final entry into Canada to settle permanently, you should avoid being out of Canada, since 2 years is all you have. Do not stretch too much.
Instead of guessing how they would count the number of your days in Canada (which they do), make sure to keep the exact track of your days in Canada with strong proof and ties to Canada.
