You should not be surprised as more than half of Indian expat is non muslim and majority hindus in your so called mullah land.

There are 2 ways of going to the gulf.
Go to Mumbai and buy times of India. within 2 weeks, you can go to the Gulf with atleast 2 times the salary that you get in Canada/ USA (except IT jobs) and that too tax free.
next ways is to apply from Canada. I did like that and I got 2 jobs.
One in India and one in Saudi. Both the times My cdn . passport came in the way. Libya refused to issue me a Visa since I was a canadian.
Second time, I got a job in Saudi but it took 6 months to process the visa and it was still going on and so I took up a superior Indian offer. Since I had an Indian degree, I had to get my Indian degree evaluated in India (2 months).
So in a way, (unless you are in IT), a Candian passport can be a hinderence.
So much for the Cdn. passport.

I think the one big negative for Canadians about getting a job in a tax free zone is that u have to pay the tax in canada, unless one is ready to severe ties to canada for tax purpose.
the salary thats on offer 1800KD seems to be equivalent to a post tax position for most managers in Canada.. but when u factor in the tax u would ove due to ur citizenship , i think it would be considered below par..
I think u should consider urself lucky not be in Libya
As far as Saudi goes, there is some government level issue going on between Saudi and canadian government which might be the real cause of the delay..
For most places including US, Europe and Australia , it will help u..
