help need from manitoba province .

my brother in law and his wife are in india. they applied for canadian skilled worker programm. but yesterday they got letter that, they will be qualify for the progamm if they can provide address in manitoba. i am here in montreal and i dont know anyone in manitoba. i will be happy if someone can help me find contact in manitoba. canadian immigration just need address in manitoba but i dont know why they just need address?( may be they will mail some document to that address, i dont know.) i will be very happy if someone can help me.

It won't make sense. Providing address will not qualify anyone for PR.
