The OP is clearly asking about an apartment and car insurance within the GTA or more specifically North York, where does the question about unemployment come in the picture

If a person moves to North Bay, chances of unemployment is very high, as there are very few job opportunities there. The difference is North Bay & North York. (TK's opinion seems fully justified).

I lived in that area for 7 years on Parkway Forest Dr, both renting and later on own house.
In terms of rent, I don't know what the going rate is now, but it should not be that much more as compared to any other area. Keep in mind even if you pay a little more it's probably worth it keeping n mind the proximity to the subway
School - Forest Manor School is a good school, very diverse. Infact that neighbourhood is very diverse, with a lot of new immigrants around there. My child went to Forest Manor School for 5 years
Home Day Care - tons of people living in the apt buildings around run a home day care.
