When I was visiting India, some body asked me what is equivalent to IAS and IPS in Canada, I blinked and said I don't seem to have a good idea about this.

I lived in US for these many years, I've never bothered to check similar thing there to.

Any one have any idea what is equivalent of IAS/IPS in both US and Canada...

I donot think that Canada has that sort of system.
Here the university education is very good and hence every one is in IAS/IFS officer designation. With job experience they move up the ladder and head the dept. on the basis of seniority.
That is one thing that I like about Canada though I would love to see many non white in the top rung which is unfortunately not the case.

Sorry I have no idea about the Indian designations in the orginal question so my thoughts may be off the mark.

The Public Service Commisssion of Canada hires employees for many different federal departments like Citizenship and Immigration Canada. They have the most beaurocratic hiring procedures in the country. There are dozens of threads with hundreds of pages about this on redflagdeals. They let thousands of people take the entrance exams even when they have no jobs available.

Students can be hired through the FSWEP program (50,000 applicants get approved for 9,000 spots and then you are basically picked from a lottery based on certain skills).

Aussi, pour la plupart des travaux fédéraux tu as besoin de parler français. I was the only non-Tamil student of my former French teacher. He made some connection within the Tamil community in Toronto and he works every night of the week teaching them to pass the civil service tests in French. I doubt we'll see a very diverse civil service any time soon although they are able to openly hire with affirmitive action. I was learning French for personal interest... and probably his worst student.

At the provincal level there is the Ontario Public Service. Career Bridge hires newcomers for the OPS. These positions are only open to newcomers and they mostly get applicants for areas they don't have jobs (like engineering) so anyone with relevant experience would have a better chance than in general competition. Relative to normal government pay the pay is low for the length of the internship and then they usually hire the candidates into good jobs with cushy benefits. I've heard feedback that the jobs are not very stimulating but difficult to leave because they pay so well.

Dr. Bikram lamba had started a program under his association to educate south Asians on the various federal jobs like our IAS, IFS equivalents some time ago. He wanted to show the opportunities as it is totally dominated by goras.

All these jobs are filled through internal referrals and many of them are political referrals and some times relatives.

If you closely look they will keep the educational qualifications very low so that they can justify the job, while they will hire a few DESI on contract to do the actual job while they enjoy the cash and benefits.

Unfortunately every DESI thinks the next guy is his competitor while the Chinese or philipinos always suck their friends into their organization.
