Hi!
Can someone please tell what exactly is required to submit for this? Is the grade 12 transcript enough to fulfill this requirement?

YOU MIGHT HAVE ALREADY PROVIDED THEM THE SAME BEFORE. So, Please Check your Immigration submissions.

This was picked up from a website and the document here is dated 15th November 2012. Reference to the link is also provided under this.

1. Third-party test results that you already sent to CIC or Ministère de l’Immigration et Communautés culturelles Québec (MICC) for a previous application as a Federal or Quebec-Selected Skilled Worker or for the Canadian Experience Class

2. New third-party test results, including:

CELPIP General (Canadian English Language Proficiency Index Program General test); or
CELPIP General-LS – a two-skills (listening and speaking) version of the CELPIP General test; or
IELTS – General training (International English Language Testing System); or
Test d’Évaluation de Français (TEF) (in French only); or
Test d’Évaluation de Français adapté au Québec (TEFAQ) (in French only) or TEF épreuves orales – a two-skills (listening and speaking) version of the TEF

3. Proof of completion of a secondary or post-secondary education program in French or English, in Canada or abroad, such as:

A transcript, diploma or certificate from a secondary school; or
A transcript, diploma, certificate or degree from a post-secondary school

Note: When these documents are provided, the applicant must have successfully completed a secondary or post-secondary program in English or French. A single course done in English or French does not meet the requirement.

4. Proof of achieving CLB/NCLC 4 in speaking and listening through a Language Instruction for Newcomers (LINC) or Cours de langue pour les immigrants au Canada (CLIC) course.

Applicants who successfully completed LINC/CLIC courses between January 1, 2008 and October 31, 2012, should indicate this on their citizenship application form and CIC will verify the completion electronically.
Applicants who successfully complete a LINC/CLIC course after November 1, 2012, should submit a copy of the certificate that is issued to them.

Note: Initial placement tests by a LINC/CLIC assessment centre are not accepted as proof of achieving CLB/NCLC 4 in speaking and listening. Applicants must have completed a LINC/CLIC course at the necessary level of language ability to prove that they have adequate knowledge of English or French.

5. Proof of achieving CLB/NCLC 4 in speaking and listening issued by a provincially-funded language training course in Manitoba, British Columbia or Quebec, including:

A progress report from Manitoba Immigration and Multiculturalism issued since January 2009 that indicates you are “beginning CLB 5” in speaking and listening; or
A certificate from British Columbia’s English Language Services for Adults (ELSA) program, if training was received in 2008 or
2009, or a certificate or report card from the ELSA program, if training was received since 2010; or
A Bulletin issued by the Ministère de l’Immigration et Communautés culturelles (in French only) of Québec (MICC) since June 2001.

Thanks for nice info. but my question is ,
I get IELTS result on 2008 and according to there information IELTS result can valid only for two years .
can i use this old certi(xerox copy of my IELTS RESULT) for my language requirement document??
I have alresdy submitte this result to gov. in 2008 , so why they ask it again??
Any help please.

There are some basic requirements to enter into Canada. You have already provided the documents that call for the language proficiency and you are now in here. You do not have to prove your proficiency once more by entering into Grade 12 or going through your IELTS once more. Perish the thought of doing these all over again. Your mind is playing the game.

But here is something to think about which makes life a little bit difficult. Which is

""Getting Canadian Citizenship Might Get Harder.

This month Canada celebrated Citizenship Week (October 17 to 23, 2011) and held more than 60 citizenship ceremonies and celebrations across the country to mark the occasion. While many were celebrating their new citizenship, some people were concerned with a recent announcement by Citizenship and Immigration Canada (CIC) in which they stated the Government of Canada is considering making language requirements harder for those applying for Canadian citizenship.

In order to qualify for Canadian citizenship, Canadian Permanent Residents must have lived in Canada for at least three years (1,095 days) in the past four years before applying. Applicants must be able to pass a multiple choice exam to determine their knowledge of Canadian history, values, institutions, symbols, and proficiency in one of Canada’s two official languages – English or French. However, these multiple choice exams do not properly assess an applicant’s listening and speaking skills.

If an applicant fails a written test, or if concerns arise regarding an applicant’s language abilities following interactions with CIC staff members, an interview with a citizenship judge is scheduled. This can be problematic as there can be a substantial delay between taking the test and seeing a citizenship judge. Furthermore, it is at the discretion of the citizenship judge to determine whether an applicant has a sufficient level of language proficiency.

CIC wants to require future applicants to demonstrate their language proficiency by providing objective evidence, such as proof of post-secondary education completed in English or French or sufficient results of a third party test, such as the International English Language Testing System (IELTS). CIC’s proposed change would not increase the level of language proficiency required, but rather how applicants prove their language ability. These changes would only be applicable to applicants ages 18-54.

“The ability to communicate effectively in either French or English is key to the success of new citizens in Canada,” said Minister Kenney. “This change will encourage applicants to ensure that they can speak English or French when they apply for citizenship, thereby improving the integrity and effectiveness of the citizenship program for Canada and for new Canadians alike.”

By providing objective evidence that applicants meet language requirements, citizenship judges would have a better understanding of an applicant’s language abilities and make a more informed decision. If language requirements are not met, CIC would be able to quickly return applicants, a process they hope will result in reduced processing times.

fullhouse,
I already apply for citizenship , but unfortunetlly ,they received on 1 nov. , and they send all documents back to me with a letter to submitte language proof.
so my question is,
can i attach or submitte my old IELTS RESULT once again ?
I pass my diploma in english ,so i am in process to get proof from my university .
As per my understanding ,if i submitte my old IELTS result with copy from my university ,
indicate proof of my study in english in diploma course.

Most of us have done Grade 10. and also 10 +2 and also a Degree and a few of us above that too. All they are looking for in language proficiency is a continued education in English or French Medium after the level 12.

To get into Canada you have provided them all of these. So, take copies of the documents and attach them. (In some libraries they offer FREE attestations of these documents, if you know such a location get TWO copies of each of your certificates and get them all attested by that LAWYER, that way you will have notarized papers)

Your IELTS got you into Canada. So, attach that one too. Include a covering letter with it.

Some continue with their Proficiencies here ESL, TOEFL or a similar one in French to qualify for the regional requirements for Citizenship, so make a note of the same. That is also valid.

If you have an ENGLISH DIPLOMA, that might satisfy their requirements. I have no right to say that it is Valid, as the Citizenship Department has their own guide lines to determine the same. They are the ultimate Authority and their decision is final.

So, be guided by this.
