1) Just because PR means a Permanent RESIDENT and has the word 'resident' in it does not make one liable to pay taxes to Canada. There are a few ties that makes one, more so, than just the entry into Canada for settling down. In this case, his under aged kid ties him down in the first instance. But for a few odd months. Not knowing the date of birth of his daughter and the date of entry into Canada etc., I do not want to comment here.
2) Most of the claim that one can make is towards the NON REFUNDABLE TAX CREDITS and not having paid a penny to the CRA, they will only carry the credit forward to the next year. More over, Joining the University in September and completing the year on the 31st of December will not provide sufficient personal deductions in the last quarter, due to fact it gets pro rated for the balance of the year, so, is not a worthwhile exercise to claim any tax rebates during the first year.
There are tax sleuths in the student body who can be consulted by his daughter to verify the information provided here and also do a tax run to see if it is worth their while. To me it will be an exercise in futility and academic. Hey, why not try it out as an exercise and drop us a note here and tell what comes out at the end of such an analysis.
