I am an OCI with Canadian citizenship and Canadian passport.
I have moved back to India permanently. No intention whatsoever of coming back to Canada permanently. I might come to visit Canada/USA once in 5-6 years as a tourist for sightseeing. But besides that no intention of settling or living in Canada or US.
So what forms or formalities or technicalities I need to complete so that I am deemed a non resident of Canada by CRA for tax purposes ? I mean what should I do so that CRA doesn't consider me to have residential ties with Canada ?
I am finding the whole residency & non-residency from CRA confusing.
Will I be an :
1. Emigrant ( don't confuse with Immigrant )
2. Non-Resident
3. Deemed Resident for tax purposes.
Some of the things I guess, I need to do are :
1. Sell my house & car.
2. Close my Drivers License
3. Close my Health Card.
4. Close my bank accounts. ( Can I keep 1 online account like Tangerine bank open ? )
5. Close my Canadian Credit cards.
6. Have already filed my 2016 Tax return. I don't have any taxes owing.
7. Close my RRSP, TFSA
8. Can I keep a Stock trading account like Questrade open ? Then I will also have to keep a corresponding Online bank account open like Tangerine.

9. Any other forms I have to fill up ?
10. Any Departure tax I have to pay ?
11. Do I have to file a tax return for 2017 next year ?
I don't want to live in India peacefully and blissfully, and then receive something from Canada saying, they still consider me to be a Canadian resident for tax purposes

40 % of immigrants leave Canada permanently after coming here, according to Gov. Stats. I bet there are more who have moved abroad or back home, and haven't legally or officially informed Canada so the number could be higher than 40 %.
Reverse migration, especially among Indians and Chinese is the new trend. Especially Hong Kong Chinese.
So I guess I am not the only one.

Some responses bring back very good answers. Not that we expect one, but it is good to know that the thought process sets in. Now you get to know a lot more about what it is that you OUGHT to do before you become a NON RESIDENT FOR TAX PURPOSES.

That is the form that will generate a response back from them, after you complete all of the process and formalities, just as you leave. Now let me see where it is that they will respond back with. They are NOT CHEAPOS. They will send the same to you any where you reside in the WORLD. Who knows, you might be the first one to settle on MARS from India, if it is, then, they will find a way to reach you with their response. Give them a break.
Our year runs from 1st Jan to 31st of Dec., So, you have time to figure all of these things out till then. After that we enter into the NEXT. Do you want to.
It is a sellers Market, so you have an edge there. Some take a dive, just so that they can resume a new life elsewhere, so they sell it for less and get out.
Some of the questions are LOGISTICS Based and you will have to play with it. Just to give you an idea, if you are worried that you might need it (a card) till the last day and you have submitted or surrendered the Health Card, Driver`s License, Credit cards etc., you must by yourself create back ups. Here is a small tip, Take an insurance Policy. Get a Credit Card from India. Pick up an International Driver`s permit. You might have Roger`s 5G LTE Phone still, Cancel it from the airport and say good bye. And if you have an OLD FLAME.. do what ever that you have to do. I can`t tell you about the birds and the bees. I know, I know I am way out of line. It kicks in my thought process too and some time to the EXTREMES. WHY... I want to be thorough with my response.
Lot of catch 22, YES. No chicken and the EGG. Do everything your way and take a few calculated risks, in your life, plan and organise well and then as I said, (MOSEY) SKEDADDLE Out of here. DON`t LOOK BACK.

If you sell everything and do a clean break away, and then file your FINAL Tax return and leave soon after that, you are all clear. Check and see if they accept PAY PAL... Open one in India. I still wish that they used and accepted the beads, the bit coin and the WAMPUMS. (I still do see a few wooden nickels)

Why am I stuck here till Dec. 2017 ?
If I sell my house , where will they send the letter that I am no longer a resident ? Who is going to receive that letter if I am in India after selling the house ?
Also can I cancel my health card for a post dated date ? As I will need it till my last day in Canada or can I cancel it after I come to India ?
Say I am moving on 31 st of the month, Can I go on the 15 th and say cancel my card 16 days from now ?
Lot of chicken and egg things going on and Catch 22 situation.
1. I will have to get an Indian Credit card to book the final flight tickets. Because if I book the flight with Canadian credit card and then cancel the card to break residential ties with Canada, at the airport these days they ask for the physical Credit Card with which you booked the tickets
2. CRA are cheapos, I don't expect them to send me a letter to India.
3. Drivers license I don't care. I can cancel it weeks in advance. I won't exactly be driving till the last day. Plus I will be selling my car long before that.
4. Health card, yes I will need it till the last day. Don't want to take a chance. I will probably take a flight in the evening. And on the same day morning, I will walk into the health card office and cancel the card. So just for a few hrs, I will be without insurance, a chance I need to take.
5. My house is my principle residence. No other property besides that. So I guess I won't have to pay any Capital gains on it, since its my primary residence.
6. Bank accounts I will first repatriate all the money to my NRE account in India. Keep some cash on my hand then cancel them. Sadly the Canadian dollar is in the doldrums so the exchange rate I will get will be pathetic .

I have some stocks. After I sell them I will have huge Capital gains tax on them. What if I run away, without paying the Capital gains tax ? The filing will be next year 2018, when I am no longer in Canada.
Will CRA pursue me in India ? Do they have those powers or any tax agreements with India, where local officials can hound me ? Can They cancel my citizenship and passport, because I owe Capital gains tax ?
If I come back to Canada for the occasional tourist visit, will the CBSA border guys at the airport catch me for unpaid Capital gains tax ? Does CRA give them that info ?
This is not income tax, which I have paid that through the nose just like the rest of the Canadians till my nose bled. This is Capital gains tax. I bought risky stocks and they paid off, CRA or Canadians did jack for me. So no need for Shylock aka CRA to take a pound of my flesh.
I know a guy who took OSAP student loans in Canada. Completed his studies then ran of to Dubai, without paying the loans. They never did anything to him. Can't blame him as he never got any good jobs in Canada after graduation, and in Dubai he is doing very well.
I can respond to each of your points and paragraphs in your response and that will not help you get a letter from CRA stating that you are a Non Resident for Tax purposes. You have to be the one to complete the process. So, get on it and complete it. Then file your Tax Return and the NR73E form. When you receive their response you know that you are off the hook from CRA from then on.
You also missed my edit at the foot of the previous posting. You can get your mail from them on THEIR website. If you wanted a printed copy on their letter head, then, leave off this avenue and give them your Indian or any other address. You will get a nice letter from them too. Once again 'They are NOT Cheapos'. If you know how, you can NOW call them collect too from where ever you are. It is for those who are away INTERNATIONALLY.
Just tell your friend in Dubai, it is just from me to you now, that his name is listed there in the Most wanted list on Canada's website and if he ever steps foot on to Canadian soil, there is a TRANSCANADA warrant for his ARREST with CBSA website. So, stay away from Canada and its airports too.
Long time ago, due to privacy reasons, CBSA and CRA could not exchange data and information between Departments. NOW, both the Ministries got amalgamated and the information flows freely between them and also between the local law enforcement and the security division.
As recently as a month ago, they have started to issue Arrest warrants for those who were on the Panama Papers List. A few of them are enjoying their seclusion already. It only takes another 10 years and they might get off easily for Good Behavior also. BUTT...
What is that butt for..: That is what I want to know too... Some say that they are SOOOOOOO Horny.... when you get out of that location you would not know if your Ahsole is punched or bored!
