I posted this a month ago to 'NUCLEUS' who is getting into PEI.

NB is next door and you can check their services that they provide at that location, where your nephew will enter for his studies.

With Cellular and Mobile systems, the technology and equipment is developing so fast and moving upwards unpredictably, and what you buy today is obsolete tomorrow. So, buy something that is slightly expensive and hang on to it for atleast a couple of years. A few might throw it in if you go for a longer term.

Having said that, you will find that BELL and ROGERS are there and they are two top contenders, who are built, just to make tons of money for their share holders and forget about their subscribers. And the executives there take a back seat and watch. So I always root for the underdogs. ( They are good paymasters if you are working for them.)

Looking for a good underdog to cheer is FIDO. The plans that you might like is their $39 one. But you will have to shell out for the equipment. They might give it to you at a lower price, if you lock into their TWO Year plan. So there is a cost. But you will be the envy of the town.

Alternately, if you want to save a few bucks, which will not hurt you, go for the plain vanilla and under 25 scheme. The choice is yours.

For internet, I would go with the cable, just because of the speeds that they put out, unless Bell has FIBE at your location. I have to inform you that some buildings are PERSONAL TERRITORY of some of the telecommunication giants and they are built into their walls and except for a wireless system, there is no entry for competitors. So, be guided by their edict. Talk to the SUPER of the building.
