We changed the code. Now it doesn't show the signature panel for someone posting less than 25 posts.

and it still should not be allowed if all the 25 posts were the only new threads started by the OP and no contributions to the exisiting one. I hope by suggesting so, I am not crushing some toe...after all some people are earning their bread out of it.
