I had a terrible experience on my first work opportunity in the US, came home and hid under a rock. I did not file my taxes in the US.
10 years later, I have a substantial opportunity in the US again. Have I burned my bridge? Will the failure to file my US taxes affect my ability to apply for another TN visa?
Most likely, there won't be any effect on your TN unless you ran afoul of immigration laws.
But you might find out that the IRS might discover your little secret since a copy of your W2/1099 is sent to the IRS.
When you file taxes the next time (assuming you are not going to evade taxes on a permanent basis), their computers will put 2 and 2 together and find out there is only a 2 and not 4. Then you'll face penalties.
Anyway, what's your lousy experience with the employer have to do with not filing taxes? You could have filed taxes regardless.

A few of us who work and make a few dollars and then fail to file a tax return, get away for a little while, as we are not there on the scene. But these computers have a long standing memory. So, as soon as they hit your SIN number, up pops your life's history with all of the sins and omissions and they start looking for a few big nails and a 28 lb maul to nail you to the cross. So, how do you propose to get out of that situation. So, be prepared to apologise and say you will pay that amount and the interest that goes with it and clear your financial past. That is the first thing to do.
SO, do it now. There are guys who will do that for you for a good buck. They will also dicker with IRS and get you cleared for a very small amount and close the whole chapter.

Now for the NAFTA... you can get back in once again, if your prospective employer will back you all the way and pay all of the fees etc., and get you in. If he does, then give him a BIG HUG.
You will succeed, only if you try. The employer might have a good lawyer to get you in.
