It is unbecoming of you to contribute to "Canadian Desi" at this moment when you are not even located in Canada...to understand the on-going daily changes/challenges of helping CD's settle in Canada.
It is time you realise that if all you preach was practised by you...you would have been successful in your endeavour to settle down as an immigrant.
When the intention is to help, be humble to contribute to posts where you claim to have the expertise and not continue rambling based on what you know during your stay a few years back.

Fido if anyone has to chose a area based upon school rating , it should not be done merely on Fraser reports . One should talk to people living in particular area to gather more realistic pic as things keep changing and so does rating which is a little delayed process .
Mass student background is equally important as no one would want his kid to be singled out regardless how school rating is .

If say a new comer / immigrant wants to purchase a house in a good school area in the GTA , how should he proceed ?
Once interested area is determined see if anyone on CD can give more insight and provide personal experience . .
Drive by during school off time and see kids walking to get an idea of ethnicity and mannerism . I personally was against kids who walk with their pants lowered to knees .This was in my top criteria while choosing neighborhood /schools.
a. Is it that certain towns / cities have better neighborhood hence schools than others ?
No idea but York Region has been known for overall good schools .
b. Is it that good & bad neighborhoods exist in all cities viz Mississauga or Newmarket and one should look into individual school ratings .
Please describe good and bad . Its a personal perspective . Many of my friends moved out of Mississauga ( close to Milton border ) due to certain community . It was bad for my friend but good for XXXX . Hope you got the gist .
c. For school ratings , is Fraser a good indicator OR are there any other statistics also which can help.
Fraser is certainly a benchmark but nothing beats opinion from the people in neighbourhood .
d. Lastly to your point - having a totally white neighborhood with a school rating of 9 vs a mixed neighborhood having a school rating of 7 .. Which would should be preferred ?
Its a Million dollor question .My personal choice will be 7 hands down . Pls dont ask to elaborate .
In general what should be the parameters new immigrants / house buyers should keep in mind when selecting the school district ?
