Hi all!
I am an international student pursuing my masters in saskatchewan. I wish to know about getting permanent residence certificate in Quebec, I have visited their web site its given that students in Quebec and 1 yr away from their degree completion can apply. As I m not studying in Quebec , so does that mean that I am not eligible?
Kindly clear my doubt

Are you proficient in French ?
'Cos Getting residence in Quebec is quite different. You have to show (some) proficiency in French.
There is another disadvantage though.
Saskatchewan is the only province in Canada where fees for University are same for everyone (i.e., if you are an international student you do not have to pay double the fees charged for regular students).

Thanks for the reply, I have basic prficiency in French and I am aware of the differential fee policy of saskatchewan. I am interested in Quebec is because I have heard that one can get PR in Quebec in one year and if one goes by federal route, it takes minimum 2 yrs and I am not eligible at this point of time. I visited the Immigration site of Quebec Govt, I found out under the category of International students studying in Quebec and one year away from completion of their degree, I have sufficient points to qualifu for Quebec PR, the only hurdle is that im not studying in Quebec, so I was thinking of completing my degree from saskatchewan, which I will finish in 2 yrs and apply for PR of Quebec after 1 yr so that by the time I finish my degree I have something in my hands.
So my specific question is can I apply for PR in Quebec while I am studying in Saskatchewan?

Yes you can apply ... If you can demonstrate proficiency with French you will be welcome in Quebec Go ahead and apply.
