My mother has a visitor visa (multiple entry).
Do I need to apply for the super visa separately or I can renew the same for the Super visa?
I am not selected to sponsor PR for her.
Is there any way I can apply for her PR as there is no one to take care of her in India?

First thing to take care of is the RETURN PORTION of her Journey. Make sure it is a Valid and OPEN Journey. (Ticket) Alternately see if it can be converted to an Open Ticket or as a voucher for an onward journey back home. (Might cost you a hundred or two to do that.
CBSA will look for a Return Portion fo her journey. After you get that done, run a few copies of the same.
Also Obtain a health care coverage, a Tentative policy for her stay from one of the local Insurance company for her stay for the next 1.5 years. Make payments due MONTHLY. That way you can always avail the return anytime you want to choose.
You must appy for her SUPER VISA or ask to extend on that basis with copies of these two documents attahed to your application with the FEES. Do it before the Current VISA Expires. They will provide her with a stay of minimum SIX Months. If they will extend the same for 1.5 years depends upon her health and the I.O.´s decisions. You take a chance with it.
Yes you can always apply to sponsor her from here too. They will accept the application. Currently, just as recently as Three wekks ago, they opened the door for an additional 10,000 applicants for Parents and Grand Parents FAMILY Reunion plan. I have no clue as to its status. But generally they do get applied for and get filled in very quickly.
BUT., There is always a but, some fail to fill it in correctly and when that happens, if you have your application properly filled in and already filed, in their QUEUE system, then you get lucky. So do fill in properly and then apply with all of the required documents to get her in as a sponsored applicant. AND Good Luck.

We already have her return ticket and purchased the medical plan.
I was looking for the more information about the Parents and Grand Parents FAMILY Reunion plan, but could not find any on the govt website.

But the 90 days period is for the one who got selected to sponsor the parents.
Unfortunately, I am not selected to sponsor my parent and looking to still apply for PR.
I am happy that you read that bit and got to understand that portion. This next bit of information is for those who want to apply for the next year which will be for the year 2018.
WHICH IS... : ""These 10,000 sponsors have just 90 days to submit a complete application, including all supporting documentation.
According to IRCC, these 10,000 sponsors represent around 17,000 sponsored persons, as an application can include more than one sponsored person. The 10,000 sponsors were selected from a pool of around 95,000 potential sponsors who had submitted an ‘Interest to Sponsor’ form earlier this year.
While the form has been unavailable since February 2, it took IRCC until April 25 to announce that it had made its random selection of potential sponsors for this program. In the meantime, the department was removing duplicate profiles from the pool of potential sponsors.
Each individual who submitted the form has been contacted with news regarding their submission, including those who were unfortunate not to receive an invitation on this occasion. These individuals have the option to indicate their interest in applying in 2018. ""
Some applications are submitted in DUPLICATE. A few of them are INCOMPLETE. SO, they all get scrutinized and also get removed from the TOTAL number of applicants. NOW, if that level drops below 10,000, then you also get a chance when and IF you have a TOTALLY COMPLETE Application which is what they will be looking for, AND You never ever know until you fill in one and send it in. It might get into that SELECT group and you might get lucky.
You are only hearing things. You must also LISTEN and do things some time.
