You can get married and then sponsor him from within Canada [meaning he doesn't have to leave Canada]. Can take up to 18-20 months. He'll get work permit after application approved in principle. 4-6 months.

However, faster to be sponsored as an 'outside-Canada' spouse. takes approx. 6 months.
