ok, I agree its sort of Off topic ....
But here goes the story....
I was talking to a Bangladeshi gentleman. this was during the time there were Flood in Bangladesh, i think earlier this year.
He was of the View that It was all India's fault. He gave me some quick names of Dams and places. He said that during monsoon India opens the Dam gates and lets water into B'Desh, therby leading to flooding. also during the drier season India closes the gates and wont let water into B'desh there by causing shortage of Water. He was of the view that India is very powerful thesedays and so It is trying to show of what it can do.
Of course I sympathized with him (because I dont want India to a Bullying power anywhere) and told B'desh should take it up with the UN, if what he said were true. I didnt care to investigate further as I didnt remember the name he gave me. Then I forgot about it....
So can anyone shed some light on this. People from West bengal (bengalee Babu club) might know this more than others.

That's a ton of BS! India and Bangladesh signed a treaty in 1996 on sharing the water of the Ganges river. The water allowed into Bangladesh is no doubt controlled by the Farakka barrage that is in India. But that does not imply that India can do anything it wants with the flow of the river. Same applies to the rivers that go into Pakistan from Punjab. The sharing of water of all rivers that flow thro different territories are determined by treaties(when more than one countries are invloved) and agreements if it is within states of the same country. Ask that gentleman to go look up the treaty details.
