It won't we voluntary. India will have to send troops to these countries to get the PM to sign the papers.

The first controversy will be why the name "United India" why not United Pakistan" or "United Bangladesh"!! EU countries would have fought too if the name suggested was "United Germany" or "United Spain" etc..
