Now you are getting greedy I am not sure for surgery part but YES they dont allow you to die on road. If that is what you mean by emergency surgery. For your pre-medical condition, medical insurance is anyway going to be a big hole to your pocket. If you feel surgery is one of the option to your condition better come with the insurance policy. These services are made to help new immigrant / refugee incase illness come unexpected, like flu or medical checkups. Not for exploitation.
Some additional services from regular hospitals:
Kid under 13 - Dental is free, if no insurance coverage is available. It is approved by Ontario Govt. What are the minimum number of days stay required. I do not know beause my stay has been quite long for now.
Medicine - Green slip is to be obtained from drug store if you are in low income. It will be approved by ontario govt. and medicines will be made availble free of cost (Never tried, heard over radio)
