First of all, you cannot sponsor your brother. You can only sponsor your wife, your children and your parents. Your brother should apply in the independent category.
Now that the immigration points have been reduced to 67, he might stand a chance. Assuming that he has more than 4 years experience, his profession has good rating, his age is not over 40 and his language skills are good, he might score the required marks. He will get 5 additional marks since you, his brother is a permanent resident of Canada.

Thanks for the reply, but nope he does not qualify the "skilled labor category" even though the points are 67...
I see so many ppl in canada without education or language skills - there ought to be legal ways by which they can come to canada... I will post if I find any of those
