Do the public service commisssion tests help to get a job in Canada? Is it possible to write them from outside Canada?

I do not think there is any "public service" commission in Canada
I know you are referring to UPSC , BSRB etc where you prepare and pass with a certain grade to get a job
Here in Canada , your degree is a small part of getting a job whereas in INdia there is an overwhelming emphasis on the degree.
Here the candidate's networking / related experience / communication / references / leads etc will help in getting a job.

Yes you can write Public Service Commission tests to get federal jobs? But you have to be landed immigrant or a citizen to appear for the tests.
