Hiren,
We have designed many houses with finished basements and so i am pretty sure that there is no restriction in building a finished basment at anytime.
As per Part 9 of the OBC (which deals with housing), it does not say anything regarding a restriction to build a basement nor a finished basments. It only says that the min. height of a basement needs to be 2.1m and 1.95 m under beams and ducts.
The condition that you had said may not even to a specific site b'cos the only reason that i can think of may be to a water seepage problem in the basement but a remedy is proper/ extra water proofing and not limitation of construction of a finshed basement to 2 years.

we i just want to know to whom or which govt. office i can file a complaint..for basements which are on rent on cash..and trouble the tenants.

IMO, as long as you have been staying in the basement, and have some kind of utility bills to support your stay, paying rent by cheque / cash does not effect the legality.

So if the friend you are looking to help has some kind of proof that he/she can demonstrate, he/she was/is living in the place, he/she can go to the regular complaint office to register his/her complaint.

Isnt there something called 'single family' house... meaning only one family can live in it and not multiple... that means no tenants. I think only if the house is listed under 'multifamily' category then only you can have people living in your basement? Isnt it true?

Hello!
A single family dwelling means that it is a house standing all alone and is not attached to any other house. It has the same meaning as a " Detached House". Opposite to this are Semi detached (2 houses sharing a common wall) and Town houses (Multiple houses sharing one or more common walls).
In a single family house, Many families can reside. It depends on the layout of the house and the culture of the occupants.

Hi Jasmeek
You have not clearly mentioned what troubles you had with your owner ?? If it is just cash transaction I think there is nothing to bother .
And on top of it we all should remember that down the line we all will be owners by ourself and in some case we might have to rent our basements for several reasons .. YOU KNOW WHAT I MEAN ..
