I believe, that renting for cash is not wrong if the landlord is charging less than market rate to the tenant and the tenant is happy with-out a receipt cause he's getting the basement at cheaper than market rate,,,
Now if the landlord is charging the market rate and still refuses to give a reciept then thats wrong, but then this should have gotten sorted before the tenant moved in the house....
Now, talking about renting a basement out, yes there is a bylaw which I believe falls under fire regulations for renting basements out..so this is under the City by-laws, call your local fire department they would know.
So if the receipt thing is the problem, I think the tenant should have worked this out with the landlord before he moved in..and if the landlord gave it to him cheaper than market value and told him that he won't get a reciept and the tenant agreed at that time,...then its wrong to go back now and ask for receipts.....
