I gave an affidavit that i could not get the police clearnace certificate from Saudi Arabia (Never tried) in 2001 (before 9/11)in India. They accepted it and the reason.
Just my experience. May or may not work now (after 9/11).

You should just put an affidavit saying that Saudi Police does not issue PCCs to any body. \"To proove that you were not involved in any criminal activities attach your Exit Visa page of passport.\" One cannot exit Saudi Arabia if involved in criminal acts.

So simply put in a letter saying the above & CHC will accept it. CHC accepted it in my case in 2004.

I managed to get a PCC for the past period I lived in KSA for myself & my family. Just visit the site and there are details provided of how to get it. Your passport has to be sent with someone who is staying there with the fees and the same will be done in 2-3 days.
