Hey friend,
First of i would suggest to check your file that you submitted you might be wrong at some point.
Then check http://www.cic.gc.ca" rel="nofollow">LINK and their requirements.
They give specific reason for refusal and if thats correct lawyer can't do that much.Lawyer would charge too much and they would scare you that ohh your file is immposible and blah blah.....

I can understand what pain you and your wife might be going thru,
As all guys have said , check on what grounds she got refused
and second things check if this refusal is appealable or not, there is a time limit to appeal against a decision, i think 2-3 months, so check that out.
Going for lawyers - they gonna charge you hefty amount, i know that by experience.
As per immigration rules if you are sure that your wife should be granted the visa then you can try contacting immigration minister here in Canada, they will help you out.

As others have also pointed out, you need to provide the grounds on which she was refused. How was the refusal communicated? is the status on CIC website indicating refused or did you get a letter from CHC. If you got a letter it should carry the grounds on which it was refused.
If you know the grounds of refusal, speaking to a lawyer only for consultation will not cost you much ...seek a lawyer and get his advise on the options that are available to you. You may chose to excercise those options yourself and save on lawyers fee...but know your options first from a good lawyer.
Also do consider approaching your local MP. Get an appointment and make strong your case to him/her. If they get convinced that your case is genuine they can ask for an explanation for refusal and add weight to your appeal.
So act fast , and start with getting to know all your options at hand.
