The Visa officers are not Desi's. Only Peons, administrative people and sec. guards are desi's in CIC NEw Delhi.The Visa officers of CIC NEw Delhi are all only on deputation.
In a country where people cheat to get Visa , these kind of things are bound to happen (even though it is a desi or a non desi in the Visa officer's seat). Along with the bad eggs being rejected many genuine cases also get rejected. Therefore the cut off standard in CIC New Delhi is quite high.
