Can canadian citizens apply for h1b anytime? any exemptions for them from h1b cap?

The link says..."eliminated the cap on foreigners at non-profit research institutions and professionals from U.S. free trade partners".

This link tells about premium preocessing for canadians.

For these exemptions, are PRs in canada also eligible?

Anybody can go into H1 status as long as there is an employer with employment petitioning on behalf of the propspective employee. There are no special privileges for Cdn citizens or PRs.

Exemptions from H1 cap is possible only if the employer falls under the exempted category.

Premium processing is available for H1 candidates with any citizenship if the employer is willing to pay the additional $1000. Premium processing is not a special privilege for Cdn citizens.

Just to fill in, The H1-B quota for this year is finished. Cdn citizens do have the privilege to file for TN's to get a job in USA ..
