Will there be any HST to be paid when u buy any internet service where no goods are received?

I found internet access services subjected to 13% tax. Does it apply to the following scenarios

1. I buy software online and link is provided to me to download the software.

2. I pay online to place premium ad of my car to sell it quickly.

Is there any income limit which exempt u from not charging GST/PST from the customer. I talked to accountant and he said
"If a business has total income less than $30000 in a given taxation year then it is not mandatory to charge GST/PST from the customer. If u do charge then that has to be remitted to the CRA."

Is it true?
