There are many courses which helps in getting jobs. For example there is a CO-OP course which gives some canadian experience, but here one has to work as a volunteer. I suggest you to post a thread in 'Study' section on this fourm. If you have not already visited there, pl do. There you'll find intresting disscussion about CO-OP and many more things.
All the best

Ask you brother in law to think about Alberta .
Very good place and lots of oppurtunites.
Finding a job in his own field in Toronto or GTA will not be hard however he should be ready to accept any status of the job (casual, PT and contract) and even like plant operator to get his foot in. There are many Magna sister companies in GTA and he could also try googling HCR employment agency who hires mech.engineers for such organizations.
He could also get a "How's hiring 2007-08 " directory from public library and start faxing AND emailing his resume to all such compaines who will or at present have such requirement. He could use any of the HRDC branch office to fax. This directory has worked wonders for my new clients :-)
Good Luck!
I meant Who's hiring not How's hiring :-)
