You are eligible to apply for cdn citizenship once you complete 3 years (1095 days) of physical presence in Canada. In the application form, your most recent 3 year (physical presence) history should be on the cdn soil, the last (4th) year can be anywhere.

As far as I know all the credit card companies charge foreign transaction fees (they may call it administration fees or something else). PC Master card charges 2.5% administarion fee (Copied from PC website - "Foreign currency conversion – if President's Choice Bank processes a foreign transaction (either a charge or a credit), you will be charged an administration fee of 2.5% of the amount as converted into Canadian dollars";). http://www.pcmastercard.pcfinancial.ca/rocen/cardapp/contentPG/faq_frm.htm

Most likely Canadian Tire credit card must also be charging foreign transaction fees. Please read your card holder agreement.

True, PC Mastercard does not charge any foreign transaction fees. But then you will not be able to renew your PC mastercard (once it expires), while u r in the US. They told me so and hence I had to give it up.

I did not need to read the cardholders agreement - It was enough to read the bill carefully and verify the equivalent cdn amount charged for the US transactions. I do not use it anymore, but when I was using it 3 yrs ago, it DID NOT charge ANY foreign transaction fee. - my first hand experience, Period.
