Delay for PIO card at Toronto?

Hi All:

I am about to apply for PIO card for my kid, but now found in the CGIToronto website that PIO card issue may be delayed by 1 month+. Any one know anything / any experience? We are planning a trip to India in Dec, so not sure if we will get it in time!!

You can apply for visitor visa which hopefully should not take long.
