there are atleast one out of 100 illegal foreigners in india ( esp bangladeshis & to a lesser extent pakistanis)
an indian caught in pakistan is very rare as opposed to pakistanis getting caught for terrorist activities especially in their safe locales like Hyderabad, india
there are areas in hyderabad, india where the police will not go and that is where most of the pakistanis will stay illegally and carry their terrorist activities

I doubt if the RAW spend most of their time playing poker. Like any of their counterparts like CIA, FSB, ISI etc, the RAW is involved in external intelligence. These activities also include covert operations in foreign lands. Operations can be intelligence gathering but can also extend to instigating civil unrest.
That Pakistan is unable to point fingers directly at RAW is hopefully due to RAW's efficiency than otherwise. I mention RAW because thats the agency I am aware of that deals in external intelligence and covert operations for India. It could well be another secret agency that we know nothing about.
