There s a police emergency number and there s a non emergency number .
911 is meant for emergency service where you fear violence , break ins or something of grave nature . Police have another non emergency number as well .
If I were in that place , I would have done / said nothing till there was physical violence / teasing in which case I would have called 911 .
Police authorities do not take a call otherwise unless its a prank . In fact they are co operative and understanding . No harm in calling the non emergency police number , explaining the situation to them and letting them take the call .

911 can also guide us wat to do in such circumstances. I am not aware about any non emergency police phone numbers. May be FIDO can let us know. By now he must have adjusted in Toronto.

911 has a down side . Every call s taken as an emergency and even if you explain the non emergent nature of the call to the representative , police cars coming with blaring sirens can't be stopped which may be risky for the patrols themselves as well as the traffic they overcome .
Surprisingly the person who attends to non emergency calls , attends to the 911 calls also . So its better to call the number and let the Rep make the decision ...... Please do not hesitate to call police when in doubt as more often then not , you would not be bothering them and may help diffuse a potential situation due to your observation . The Reps are helpful and nothing goes against you . (unlike our Pandu Havaldar who would ask for 2 Gandhi jees if he s disturbed for nothing )
