Is it possible that you deflate the tires? The person cannot come to you and argue because he was trespassing in any case.
:-) This is exactly what one of my italian neighbour suggested me. I won't do it. Unnecessary arguments + the car will be in my driveway for even longer time!!
Putting a sign to avoid future inconvenience is good idea!.
I would say blocking the other car by parking yours behind it, is not really a good idea. In case if it was really an emergency and the other guy wouldn't be able to take his car away.
I am surprised that local police did not come to your help.
My friend and I have got once a parking ticket in similar fashion (we were looking for tennis court and after driving around for some time, we spotted one and parked our car in the nearby residential street...mind you not a driveway, we came back after two hours later to see a ticket on the dashboard. We were told that we needed a sticker to park in the street!). Now we pay close attention before we park our car anywhere.

I guess in streets, the parking enforcement has authority. I agree to the emergency situation - but this is not the case. There is a paid parking lost just across the road and the guy was saving $5 parking charge!
I had filed a written enquiry to the city and they were prompt in answering it. They send be the below text.

The City's Enforcement and By-Law Division, Parking Enforcement Unit, is not responsible for investigating or removing vehicles from residential driveways. If this should occur again, please make your best effort to contact the owner of the vehicle and record the steps that you have taken (e.g. a list of the calls made, doors knocked on and the time at which these action occurred) to prove that an effort was made.
If the vehicle of the driver cannot be found, call the Peel Regional Police non-emergency number at 905-453-3311. It is your responsibility to make arrangements to have the vehicle removed and, after making an effort to find the owner and contacting the police, you may contact a towing company and have the vehicle removed.

What are they saying here??!! You know the car is in your driveway. Now what are we looking for? The vehicle or the driver??

I would be more harsh.
If this "Desi" guy knew another desi lived there, was he trying to be all "we're all in same boat..lets give each other a break" kind of thing?
I would have told him in no uncertain terms that the next time his car is on the driveway you will have it towed.
Even if you have to pay, doesnt he have to pay to go pick it up? I dont know.
However i think sometimes there is a thing as being "too polite". I would have really told this guy off for something he KNOWS is illegal/unethical or whatever.
