Can somebody guide me with my problem?

I want to send my both kids below 14 years to India for studies as they completed 3 years of stay in Canada. In the mean time I will remain and apply for my citizenship.

1. How can I secure kid's citizenship certificate when they are absent from Canada.?

2. Can I surrender kid's PR Card as well as get a Void stamp on kid's landing papers in New Delhi ? ( If CIC permits me to do so).

3. Based on the basis of your guidance, Can I apply for Canadian Passport in India once I get Kid's Citizenship Certificates.
