I am a Canadian citizen living in India with 2 kids.
Both my kids were born here and both have received their citizenship certificate.
My wife's PR expired in April 2013 and we wish to travel to Canada this year (around September 2014). She has only stayed in Canada for a period of 4 months since 2007.
So should my wife apply for a travel document or a visitor visa? Can she travel to Canada on her expired PR card ?
For the kids, I plan to get their Canadian passport from India. Will the passports be valid for 5 years or only 3?

Your wife's PR status (not just the PR card) has most likely expired a good time ago. You may want to contact your nearest Cdn consulate, explain the situation and see if they would allow her a travel document or find out if they foresee any issues trying to enter Canada after such a long time.

The normal procedure is to obtain a Travel Document to enter into Canada, since you and the two children are all Canadians. She has a right to tag along with YOU, as your spouse in tow.
This right to follow you anywhere will remain in force till such a time she gets her own CITIZENSHIP all by herself, qualifying for it. That is if she wants it.
This issue of a Travel Document will ease the pressure on the I>O at the POE. But he always has a right to refuse entry. So, be courteous at the border.
Once in, if she stays here for a minimum period of TWO years she will qualify for the renewal of the PR Card. (With properly filled application)
Total stay of THREE years here, (Currently, and it is under revision to FOUR Years) after your return here will enable her to obtain a Citizenship, if she wishes and the Canadian Passport also, after that.

I was in same situation , and i cross the boarder by private vehicle.
I f u have USA visitor visa, u can cross the boarder without any problem.
