This question is on behalf of someone who wants to apply for Canada immigration.
Here is the detail:
My friend and his wife are in process of applying with Simplified application process. There is a form IMM-008 (Application for Permanent Residence in Canada) Link: http://www.cic.gc.ca/english/pdf/kits/forms/imm0008e_SW.pdf
If principal applicant submit the form IMM-008 with detail of spouse in point 27 (on IMM-008) saying spouse will not be accompany him to Canada, is it possible to add his spouse later in the application. The purpose is not to spend money for fees of 2 people at initial stage. Is there any complication in doing so?

Canada's goal is to attract skilled workers who will become successfully established in Canada from an economic perspective. To this end, Canadian Immigration authorities have designed a selection system based on education, language skills, experience, age, arranged employment, and other adaptability factors that, in theory, demonstrates the applicant's likelihood of becoming economically established in Canada.
The Canadian government recognizes that the points awarded under the skilled worker selection system do not always accurately reflect an applicant's chances of successfully settling in Canada. As a result, Citizenship and Immigration Canada Officers are authorized to substitute for the criteria listed above their evaluation for the likelihood of the applicant becoming economically established in Canada, and to accept or refuse the applicant no matter what points are awarded.
The Minister for Immigration will direct the department to select the categories in which the demand currently exists, from time to time. As per their needs will permit new applications for processing and the ones that are not selected will be returned back to the applicants. The fees submitted will be returned with the application.
This goes to show that there will be NO MORE QUEUE.(Your friend) Your including or not to include your spouse for what ever reason, either now or include later, has very little positive effect on the application. Either you get SELECTED and your fees are utilized or it will be sent back to you with the application. The ball is now in your court. Either you both are coming to Canada or just you, all alone by yourself, is a choice that your friend will have to make all by himself.
