You can type in an affidavit stating that you donot have any criminal cases going on against you in India ( I assume that you are in India) and that you are unable to obtain a PCC for the reasons that you had specified. The CIC will accept your explanation as they are desparate to get people into Canada.
This was my senario and I did it for Malaysia and Saudi. I did get my Indian PCC by paying a bribe (I was in India at that time) and the CIC accepted it.

I dont know where you are right now. But I dont think you require NOC from current employer. its a criminal check, so police has to check in all india police records. if they ask noc tell them u r not doing job right now. I never heard this type of NOC is require for PCC.

when I was in India - Hyderabad, I just went to passport office , I paid 300Rs, next day I got PCC.
That was in 2003.
Very true! PCC itself means 'Police Clearance' and has nothing to relate to getting NOC from your employer.
All who immigrated from backhome (including me) may have required this from the Police Authorities and do not remember requesting any formal letter of NOC from the employer.

Seems like you are very well placed in government service in India. Why would you want to immigrate to Canada?
