I have Toyota Camry 98 LE, when I bought it millage was 193K, I dont know that person has got the timing belt changed or not. He is not living in Canada anymore. Now my millage 215K.
Can anybody suggest me , is time to change it , how much it will cost me.

Toyota serv centre and may be on line too or on ph..will tell u how many kms later u need to change timing belt...sorry, i do not remember.
I know about Honda, they rec. to replace timing belt and waterpump on 176,000kms or 7 yrs whichever comes first.
I think for toyota also same, but you can call any toyota dealer and ask exactly.

P.S. : You know the parts are cheap but labor are expensive to do the job.

Next time you get your car serviced, ask them to check the timing belt and they should be able to tell you if it needs to be replaced or not. Usually Toyota dealerships do check the timing belt at each service...

I got Camry 98 LE Timing Belt & Water Pump changed in less than $200 ... just couple months back. Car is sitting at around 185K ...
I can pass you the contact if required.
BTW, you can not see Timing belt without opening the casing - if you are doing that then might as well change it.
