The shop is a small shop and it is highly doubtful if he has the diagnostic tools. However most mechanic shops know of roaming diagnostic mechanics and they charge $ 40 (take 1-2 hrs to come).
Better option is to drive to Buffalo ( $30 gas for return trip), get it freely diagonised (the tool even gives a print out of which component is faulty which again is totally Free), buy the spares and install it either at buffalo (cheaper) or the GTA.
As said earlier, the charge for installing Timing belt, Water pump and an Oxygen sensor was $ 225 + 25$ for oil change at the mechanic mentioned in the GTA
