Can I apply for SIN on the very next day I migrate to Toronto from Delhi?

I m planning to move to Toronto next month (Feb' 09) on the immigrant visa. I have few questions from you guys...
First - Is it so that my application for PR card will be started on the day I land in Toronto on the Airport itself? (and do I need to carry my pp size photograph for that?)
Second - Can I apply for the SIN next day or do I need to wait for my PR (actual card) card by post?
Third - How long will I have to wait before I can apply for citizenship?
