I applied PR when I was in Canada on a work permit and moved back to India.
Now, I got medicals from New York office and a letter stating my RPR fees is outstanding.
All the communications till now have been sent to Canadian address despite giving Indian address as mailing address in my PR application.
I have done my medical from India and made arrangements to pay my RPR fees in CAD.
Now My question is,
What will be the next step, if I got request to send passports for visa stamping from New York.
Should I change my mailing address to India now? Will it delay the processing time or would there be any difficulty if I didn't change mailing address?

wait for few months - 5 to 6 months to get your passport request after you have completed medicals. Note passports can not be sent through courier etc from India to US/Canada. It can only be sent between US/Canada. There are 2 options
1) If you are in India, once you receive passport request, personally go to New York and get your PR visa stamped
2) If you are back in canada, you have option of sending the passport by post

1. If I change the address to Indian, will it delay my processing time ( As per new immigration process ie applied after 14 Feb 2008).

If the correspondence is going to Canada and some one is forwarding it to you, wait till they ask for the Passport for stamping. Most of the Couriers will carry any thing to USA and you send your Passport for stamping to New York and in that you include a prepaid return way bill and they will use the same to send the Passports back to you in India. I have heard of cases here who have done that.
And if you can travel to USA then get it stamped and cross the border and you are in.
So now you find that you have a choice. So, stay put in India.
Now the next question do you have a VALID visa for Canada? Also do you have a Visa for the States? You know the answer. If you have the VISAs for both the countries, then .......you are plain.......

If I can apply then when should I apply. Before or after passport request for immigration Visa?
