First question is: Is the land that you came into or possessed Agricultural?
If so is it registered with the local authorities, such as the Municipality or with the registrar of properties under that title.
Now the next question is can it be changed to any other use by the way of payments to them or with tax filing.?
If yes to both of these, then you are flying high. Which means that you don't have to relinquish the possession.
Also since you have the ownership, go and work towards the re designation of the same, rather than fight with the Government. Stop farming and put it to other usage after you find how you could accomplish this feat.
Now with the cost of the land going up sky high, I have seen an encroacher and other trespassers in India being chased away with shot guns. I know of a Police case against a land owner for the discharge of a fire arm, in a trespass case. People will resort to all kind of actions to avoid losing it.
Did you EVER work on this land while you were able to when you were there in India. Do you have a set of pictures or albums to show such is the case. If so, do you want to return and restart farming. Then, you can get your PIO and return back to the land and apply to the Government and ask for the release of your land back to you for the tilling of it and claim that you are retiring back to the farm. A few are still trying and the Government has not made a decision yet in their favour. Join the GOPIO group and voice your opinion in that forum. They are the ones that are doing the fighting for all of us.

Actually I got the similar feedback from the real estate guy (my family friend as well) .He confirmed me Canadian PP is OK as long as you are a PIO.Per PIO definition I believe I don't need to really appy for the PIO or OCI to buy residential property
