how to apply for Security clearance needed for government jobs, has anybody done that? what are the steps and timelines required? does PR can apply?

You cannot apply for Security Clearance directly. Agency will apply on your behalf.

When you apply for a job through agency and agency is interested in hiring your services then they will apply for your security clearance.

If you have good terms with any agent within recuriting agency, you can ask him to apply for your security clearance. No fee is required, its free of cost.
