Govt. of India has different guidelines and VFS has different. I am sure if someone gets a chance to talk to Consulate general and ask about the photo specs, she may have some other.

Few examples:

""Photograph to be affixed on the application should be of square
shape of size not less than 35*35mm (with 80% coverage by face).
It should have light color background (not white) without border
with front view of person’s head and shoulders showing the full
face in the middle of the photograph. ""

VFS, Brampton rejected my friend's application twice, just for the photo reason. Then he went to the photo studio, just few shops away from VFS office and the photographer took the pictures on white background and face covering not more than 65-70%. My friend told him that it will be rejected. The photographer advised my friend to go there and mention that he got his photos done from '.......' studio.
Guess what?
His photo was accepted this time and he has already got his passport back.

How much does this studio charge for photos? It is unfortunate if they want everyone to visit this one studio for photos. Also, VFS phone lines are always busy and they do not respond to email queries either. Reading experiences of CD's here, it appears that outsourcing of services has made things worse.

What is the name of the studio? May be other applicants can just say it was done there?? (unless they r putting seal behind the photos)

If they are favoring one particular studio for what so ever reason, that is unethical. But given this is Indian govt stuff we are dealing with, Im not sure if anything can be done legally abt this..
