That is simply not true. If one applies in person to the Canadian consulate or through the VFS centers in India, a decision will be made and a visa will be issued within 5 working days.

WHEN A VISA IS TURNED DOWN IT TAKES A VERY QUICK RESPONSE AND IT JUST TAKES TWO DAYS TO A WEEK. REST OF THE TIME WITH INTERVIEW AND MEDICALS USUALLY GETS PROLONGED AND DOES TAKE A LONGER PERIOD, IT IS EVEN LONGER, ESPECIALLY FOR THOSE WHO ARE OLD AND HAVE OTHER MEDICAL CONDITIONS.
If you see their tables they also state that they complete 98% of the applications get completed in 28 days OR LESS. Some even take longer than those days.
