Since it is carried on person, if it has no batteries, and is open for examination and it is within your weight limit, I will say that it is O.K. I have taken a few items of equal importance, that were battery operated ones, but without the batteries.

All the same, it is the Air carrier who will determine the restriction and currently it is a game that they are playing and are restricting to ONE item for check in, in the overhead compartment. So, please "call and confirm" through your booking agent or the carrier (plane) that you are flying in, and get an official approval. That is a must.
