Hey Amit,
Although, I don't know anything about this business, but having researched a bit into it, I could say that Vancouver would be a good choice than Toronto. Reason being, it's a port city and more ships land here from Asia and other part of the world (read 'US') than Toronto. You could have more choices in Van if you wish to opt for this business. Of-course, do your part of the research as well. If this business could flourish anywhere in Canada, it would be in Vancouver. This is based upon my Google research.
Moreover, I must thank you for providing me a subject to enhance my knowledge in this area (Ship Chandling). Heard it for the first time in my life.
You can have a look at 2007 ranking of busiest port in Canada and will find Vancouver being on top:

However, a word of caution (this is my favorite part). Vancouver has the highest cost of living in Canada. House prices skyrocketed (even in downturn), and really difficult to buy a decent detached house with an average salary. Climate is relatively better than the rest of the country, with more green space than anywhere I have seen in Canada. No doubt, it's beautiful. However, there's a price tag attached to this beauty. More places to visit than anywhere else in Canada and very scenic. Even the US states that border BC are more beautiful than the concrete and treeless East coast (US+Can).
Just research and think deep before taking a plunge to this beautiful and expansive BC. Do it ONLY (yes, in capitals) if you have a concrete business plan and a guaranteed investment in place in addition to having a key contacts for initial contracts with ship companies. Also do remember that you may have to compete with the long established Ship Chandling businesses. Count in the initial struggle and a few pay-less months/years. Job market is Vancouver is not as good as Toronto. There's a reason why a majority of immigrants chose to land in Toronto instead of Vancouver. Considering the skyrocket house prices you still end up earning the same as in any other Cdn. city.
Now I have cautioned as well as suggested you with a few realities, the decision and research will all be yours.
Good luck.
I am sending you name of the person and contact details, who will guide you since he is also in this business but in India. He knows canada market very well.
