I am planning to go back to Canada almost 2 years 11 months after becoming a resident and wanted to carry some money (around CAD $ 4000) with me as I don’t have much money in my Canadian bank account .For this purpose I have approached couple of forex dealers in India and all of them said that they can’t give me Canadian currency as my immigrant visa is 3 years old and on the basis of PR card I can’t buy Canadian dollars.
Whereas my financial consultant in Mississauga has a different opinion on this and he advises that I could carry any amount to Canada even if my immigrant visa is 3 years old.
Could someone please advise what would be the best way of legally carrying or transferring close to CAD $ 4000 from India to Canada for someone like me who has not been to Canada for a long time .

$ 3000 you can carry per person in Cash -
upto $30000 you can carry by way of drafts - visit HDFC Bank , they dont ask much questions, take PR Card, Copy of passport.
You are very safe in carrying a much larger amount, even if you don't show your PR card. Check out the RBI links which allow a much larger amount for business / tourist visits, etc.
Check with Thomas cook if they have a presence in your city. Call them, speak to them and then visit them with the necessary papers.
Visit HDFC / ICICI and show them printouts of the RBI / FEMA guidelines and they'd agree (if for some rare reason they don't agree in the first place).
You shouldn't be worrying about carrying 3K at all in these times of liberalized GOI policies.
