Help needed for March 2002 applicant

Hi,
I applied in feb 2002 and got file number in march 2002 (CIC-delhi).
However i didn't appear for IELTS but provided certificates from schools/college claiming my medium of instruction in English.
Do I need to give IELTS? Will they insturct me to take IELTS or just evaluate my certificates and grade as per their will?
Also, is any one of you using e-Client to check application status? I check every time to find the screen frozen!!!!

I will appreciate if someone tells me what I should do to expedite the case.
